How accurate is it?
Backtest on held-out 2017 days: the top 50 blocks captured about 16% of that day's tickets, versus 21% for the best 50 blocks picked in hindsight and under 1% for 50 random blocks. Weekday-by-weekday differences are small on weekdays and larger on weekends. Details: full backtest results.
Limits: no holiday, weather, event or enforcement-staffing inputs; data ends in 2017 so forecasts for later dates assume the 2012–2017 pattern still holds; 4-hour time windows; blocks are ranked by where tickets were issued, which reflects past enforcement as well as parking demand.
